Global Pacific's relationship with Corrections Victoria includes management of the Private Prison Contract Review of 2005/6. Global Pacific provided management of the project, particularly the development and publication of the Review Notices, the preparation of reports for the Steering Committee, financial analysis and development of benchmarking, and provided negotiation services to deliver parallel negotiations with the two existing providers of services.
During 2007 – 09, Global Pacific was engaged as Project Manager and Commercial Advisor for the Prisoner Transport Re-Tender project. In the project management role, Global Pacific delivered management of the project operations, work packages, risk and issue management and communications management. This role included the management of the Project Work Groups, advisors and the business of the Project Board.
In the Commercial Advisor role, Global Pacific delivered a range of products including contract risk analysis, cost-to-serve modelling, the development and delivery of the Expressions of Interest and the Request for Tender documents. We developed a new business model and a revised payment regime. Global Pacific developed the negotiation strategy and strategic advice on market sounding, future business model options and the execution of contract negotiation.
