Emergency Services Telecommunications Authority

Global Pacific was first involved with the Emergency Services Telecommunications Authority (ESTA) by providing negotiation services during the procurement of the MMR Emergency Services Network for the Victorian Government. ESTA is a Statutory Authority responsible for providing emergency services telecommunications services to emergency services organisations in Victoria.


ESTA and Global Pacific have established a long-term relationship and Global Pacific has been selected to provide advice and assistance in a variety of projects.


In 2008 Global Pacific provided project management and commercial advisory services for ESTA’s Computer Aided Dispatch (CAD) Procurement Project. This project involved the negotiation of the contract for the licensing and support of ESTA’s core CAD software. Global Pacific’s combined role developed a new service delivery concept, software licensing model and delivered a negotiation strategy. In addition, Global Pacific provided cost benefit and risk analysis.


Also during 2008, Global Pacific managed the Operations Demand Management program development, providing leadership and support for the duration of the program planning phase. Global Pacific was able to facilitate an effective planning process and delivered a range of products to give the organisation a focussed program scope.
