The Services provide for project management, contract management, program management, independent technical and commercial certification, compliance audit and technical and commercial advice.

Global Pacific, building on its previous experiences and capabilities with the build of the Broadband Pay TV and Nextgen Networks network was successful in the award of two related projects in the provision of contract management, independent certification, technical advice and compliance audit services.

PROJECT OCHRE AND REGIONAL BACKBONE BLACKSPOT PROGRAM

Project Ochre

Global Pacific was appointed by the Commonwealth, Nextgen Networks and ANZ Banking Group to provide independent certification services for the design and build of a long haul fibre optic cable from Townsville Alice Springs Adelaide. The services included for technical and payment certification, certification of testing and commissioning requirements and final certification and acceptance of the works.

Regional Backbone Blackspots Program (RBBP)

As part of the Australian Government's commitment to deliver a National Broadband Network that will provide super fast broadband to Australian homes and workplaces, it has invested up to $250 million to immediately address backbone blackspots through regional Australia.

This has provided approximately 6000 kilometres of backbone infrastructure to five separate locations; Darwin, Broken Hill, Geraldton, South West Gippsland and Victor Harbour.

Global Pacific provided Technical Advice and Analysis Services relating to technical project documents and reports, design documentation, milestone acceptance reports, acceptance testing and milestone payments and field audits of the works as executed.

The Services include location progress reports and compliance audit of the Contractors design, deployment operation and maintenance requirements under the Program.

NBN Co - First Release Sites

The Australian Government in April 2009 announced the establishment of a new company, NBN Co., to build and operate a new super-fast national broadband network in Australia to connect 90 per cent of all Australian homes, schools and work places with broadband speed of up to 100 megabytes per second to a total value of $43 billion.

Global Pacific was engaged for Stage 1 of the five First Release Sites (FRS) Program for the National Broadband Network. Global Pacific's Site Support Managers were appointed to assist in Construction Management, Contractor Administration, Project Controls and Reporting and Document Management.

The objective of the FRS Program was to support proof-of-concept and performance testing of the fibre reference architecture, fibre infrastructure design options, cost models, construction methods, active equipment option and product offerings for the fibre-to-the-premises component for NBN Co's infrastructure.

Nextgen Networks Fibre Optic Cable Project, Australia

The project was the single largest privately owned and developed network in the world. The fibre optic network linked the major capital cities in Australia between Perth, Adelaide, Melbourne, Sydney and Brisbane including a sub-link to Canberra.

The core network now provides for a wide range of broadband services to Government Agencies and private clients across Australia including new broadband and multimedia related services including voice over IP, video over IP and multicasting applications.

Global Pacific was engaged to provide Project Management, Contract Management and Independent Technical & Payment Certification for the design and construction of the network.

The Services were provided under a tripartite agreement between Nextgen Networks Pty Ltd (special purpose company), Visionstream / Leighton (builder) and the debt financier (lead by the National Australia Bank).

Technical Due Diligence, Emergency Services Telecommunications Authority

Global Pacific was engaged to provide Technical Due Diligence for Emergency Services Telecommunications Authority (ESTA) in regards to the MDN, MMR & EAS emergency networks and specifically to provide a technical due diligence report on the following 6 key features for each of these networks:

  • Project Risk Register and assessment of the potential risks
  • Confirmation of outstanding technical issues
  • Confirmation of acceptance of Service Agreements technical requirements
  • List of any Provisional Acceptance conditions and likely impact on ESTA's funding and resources
  • Review of the Operations, Maintenance and Logistics Plan for completion and effectiveness
  • Report on interviews with key stakeholders and identification of concerns and issues

The technical due diligence was required to provide a status of health of the networks at Final Acceptance and prior to transition from the Department of Justice BEST to the emergency authority ESTA for the ongoing operations as part of the Private / Public Partnership model.
